Prime Minister Narendra Modi is all set to launch the physical distribution of property cards under the ‘SVAMITVA’ (ownership) scheme on October 11, 2020. This will be a historic move to transform the rural India.

Beneficiaries
This launch will enable one lakh property holders to download their property cards using SMS link. SMS link would be sent on their mobile phones. Then, they would be given physical property cards by the respective state governments. These beneficiaries comes from 763 villages across six states. Out of these, 346 comes from Uttar Pradesh, 221 from Haryana, 100 from Maharashtra, 44 from Madhya Pradesh, 50 from Uttarakhand and 2 from Karnataka.
Maharashtra’s system
The beneficiaries from all states will receive the physical copies of their property cards within a day except for Maharashtra. In Maharashtra there is a system of recovering a nominal cost of property cards. So it will provide property card within a month after applying for it.
SVAMITVA scheme
The scheme was launched by the Ministry of Panchayati Raj. It was launched on the occasion of National Panchayati Raj Day on April 24 2020. The scheme is aimed at providing the ‘record of rights’ to the village household owners in rural areas and issue property cards. The scheme is being implemented across the country for a period of four years that is from 2020-2024 in a phased manner. It targets to cover 6.62 lakh villages.

लाभार्थियों
यह लॉन्च एक लाख संपत्ति धारकों को एसएमएस लिंक का उपयोग करके अपने संपत्ति कार्ड डाउनलोड करने में सक्षम करेगा। उनके मोबाइल फोन पर एसएमएस लिंक भेजा जाएगा। फिर, उन्हें संबंधित राज्य सरकारों द्वारा भौतिक संपत्ति कार्ड दिए जाएंगे। ये लाभार्थी छह राज्यों के 763 गांवों से आते हैं। इनमें से 346 उत्तर प्रदेश से, 221 हरियाणा से, 100 महाराष्ट्र से, 44 मध्य प्रदेश से, 50 उत्तराखंड से और 2 कर्नाटक से आते हैं।
महाराष्ट्र की व्यवस्था
सभी राज्यों के लाभार्थी महाराष्ट्र को छोड़कर एक दिन के भीतर अपने संपत्ति कार्ड की भौतिक प्रतियां प्राप्त करेंगे। महाराष्ट्र में प्रॉपर्टी कार्ड की मामूली लागत वसूलने की व्यवस्था है। तो इसके लिए आवेदन करने के एक महीने के भीतर यह प्रॉपर्टी कार्ड प्रदान करेगा।
SVAMITVA योजना
योजना का शुभारंभ पंचायती राज मंत्रालय द्वारा किया गया था। यह 24 अप्रैल 2020 को राष्ट्रीय पंचायती राज दिवस के अवसर पर शुरू किया गया था। इस योजना का उद्देश्य ग्रामीण क्षेत्रों में ग्रामीण घरेलू मालिकों को ‘अधिकारों का रिकॉर्ड’ प्रदान करना और संपत्ति कार्ड जारी करना है। इस योजना को चार साल की अवधि के लिए पूरे देश में लागू किया जा रहा है जो कि चरणबद्ध तरीके से 2020-2024 तक है। यह 6.62 लाख गांवों को कवर करने का लक्ष्य रखता है।
