The Seventh Meeting of Ministers of Justice of the Shanghai Cooperation Organisation (SCO) Member States was hosted on October 16, 2020. It was hosted by Shri Ravi Shankar Prasad, Minister of Law & Justice, Communication and Electronics & Information Technology.
Highlights
- The minister highlighted the initiatives taken by the Indian Government under the leadership of Hon’ble Prime Minister Narendra Modi, for providing affordable and easy access to justice for all.
- As part of activities of Justice Ministers’ Forum, the Minister urged SCO Member States to promote exchange of ideas, best practices and experiences in identified areas .
- SCO Member States also discussed the importance of promoting alternative dispute resolution mechanism.
Initiatives that India took
- Pro Bono Legal Services – This was launched in order to provide free legal aid to marginalized sections of the society.
- Tele-Law services initiated – This initiative was launched in 2017. Under this initiative legal aid is provided to the poor people through video conferences. Over 3 lakh 44 thousand free legal consultations have been given to poor people through video conference so far.
- E-Courts project and Virtual Courts– Under this, During COVID19 pandemic, over 25 Lakh hearings took place through video conference at various courts of India. The supreme court alone disposed off nine thousand virtual hearings.
Features of Joint Statement
- To strengthen the implementation of the Agreement on Cooperation between the Ministries of Justice.
- To work for the implementation of the Action Plans of the working groups of experts on forensic activities and legal services.
- To organise exchange programs for representatives of the ministries in order to study the best practices of dispute resolution.
- To discuss the parties’ positions on the issues of mutual legal assistance and development of legal services.
- To develop cooperation with the ministries of justice of the SCO observer and partner states.
- To develop an online platform for the exchange of legal information.
शंघाई सहयोग संगठन (एससीओ) के सदस्य देशों के न्यायाधीशों की सातवीं बैठक 16 अक्टूबर, 2020 को आयोजित की गई थी। इसकी मेजबानी कानून और न्याय, संचार और इलेक्ट्रॉनिक्स और सूचना प्रौद्योगिकी मंत्री श्री रविशंकर प्रसाद ने की थी।

- मंत्री ने सभी के लिए न्याय को सस्ती और आसान पहुंच प्रदान करने के लिए, माननीय प्रधान मंत्री नरेंद्र मोदी के नेतृत्व में भारत सरकार द्वारा की गई पहलों पर प्रकाश डाला।
- न्याय मंत्रियों के फोरम की गतिविधियों के हिस्से के रूप में, मंत्री ने एससीओ सदस्य राज्यों से पहचान वाले क्षेत्रों में विचारों, सर्वोत्तम प्रथाओं और अनुभवों के आदान-प्रदान को बढ़ावा देने का आग्रह किया।
- एससीओ सदस्य राज्यों ने वैकल्पिक विवाद समाधान तंत्र को बढ़ावा देने के महत्व पर भी चर्चा की।
भारत ने जो पहल की
- प्रो बोनो लीगल सर्विसेज – यह समाज के हाशिए के वर्गों को मुफ्त कानूनी सहायता प्रदान करने के लिए शुरू किया गया था।
- शुरू की गई टेली-लॉ सेवाएं – यह पहल 2017 में शुरू की गई थी। इस पहल के तहत गरीब लोगों को वीडियो कॉन्फ्रेंस के माध्यम से कानूनी सहायता प्रदान की जाती है। वीडियो कॉन्फ्रेंस के माध्यम से गरीब लोगों को 3 लाख 44 हजार से अधिक मुफ्त कानूनी परामर्श दिए गए हैं।
- ई-कोर्ट परियोजना और वर्चुअल कोर्ट – इसके तहत, COVID19 महामारी के दौरान, भारत के विभिन्न न्यायालयों में वीडियो कॉन्फ्रेंस के माध्यम से 25 लाख से अधिक सुनवाई हुई। सर्वोच्च न्यायालय ने अकेले नौ हजार आभासी सुनवाई का निपटारा किया।
संयुक्त वक्तव्य की विशेषताएं
- न्याय मंत्रालय के बीच सहयोग पर समझौते के कार्यान्वयन को मजबूत करने के लिए।
- फोरेंसिक गतिविधियों और कानूनी सेवाओं पर विशेषज्ञों के कार्य समूहों के एक्शन प्लान के कार्यान्वयन के लिए काम करना।
- विवाद समाधान की सर्वोत्तम प्रथाओं का अध्ययन करने के लिए मंत्रालयों के प्रतिनिधियों के लिए विनिमय कार्यक्रम आयोजित करना।
- आपसी कानूनी सहायता और कानूनी सेवाओं के विकास के मुद्दों पर पार्टियों की स्थिति पर चर्चा करने के लिए।
- एससीओ पर्यवेक्षक और साझेदार राज्यों के न्याय मंत्रालय के साथ सहयोग विकसित करना।
- कानूनी जानकारी के आदान-प्रदान के लिए एक ऑनलाइन मंच विकसित करना।
